Russian Negotiator Doubts China Will Join 3-Way Arms Accord Sought by Trump

Moscow won’t strain China to be part of the coming arms-handle talks with U.S. and Russian negotiators, Russian Deputy Overseas Minister Sergei Ryabkov said Tuesday.

The absence of Chinese participation would current a significant obstacle for the Trump administration in achieving a new nuclear arms accord in talks that are scheduled to start out in Vienna on June 22.
